Commission Chair Report (Harold Mast)
· Commissioner Mast welcomed the SAC members in attendance.
· Several Commissioners are coming to the end of their terms and should renew now.
· There is much concern after the federal government announced its plans to fold Senior Corps into Americorps, drastically cutting funding to RSVP, Foster Grandparents, and Senior Companions.
· Commissioner Mast reminded all present of the remaining Commission meetings:

New OSA Deputy Director
Please join us in welcoming Leslie Shanlian, OSA’s new deputy director! Leslie comes to us from the Dept. of Licensing and Regulatory Affairs where she is currently the Director of Long Term Care. Leslie has an extensive career in the field of aging and long term care. Leslie’s first day will be April 28, but she will be joining us this Friday to meet everyone and get a jumpstart on her new role. Welcome Leslie!
State and Federal Budgets
Both the state and federal FY 15 budgets are still in the works. The Michigan legislature is currently out on spring break, but the goal is to have the budget finalized by June 1st. As of now, all of the Governor’s recommendations for increased funding for aging programs are still included!
Special Message on Aging
We continue to work with the governor’s office on the special message on aging. There are a number of topics the governor is considering, including; home and community-based services, age friendly communities, talent, etc. The governor plans to deliver the message in late spring. I will discuss this in more detail at our meeting – exciting stuff!
Long-Term Care Coordination
OSA has undertaken a statewide long term care services and supports coordination effort. We have enlisted the help of the Lean Process Improvement team at the Dept. of Community Health to pull together all the different state departments and offices that have any programs related to older adults or individuals with a disability. The goal is to look at the statewide “system” and develop strategies for better coordination with the goal of easier access to the individuals we serve.
We’ve created a cross departmental coordination council to develop a set of recommendations to make a more effective, efficient service delivery system. We will keep you posted as the process develops!
Long-Term Care Supports and Services Advisory Commission (LTCSS)
OSA staffs two governor-appointed commissions, both focused on ensuring there are quality services available to older adults. The LTCSS Advisory Commission is a bit broader in scope and looks at all aspects of long term care, including individuals with a disability and specific details of Medicaid programs. The LTCSS Advisory Commission has been developing recommendations for the governor about the long-term care system. We have invited the commission chair to join us at a future meeting to share what that commission is doing and open up a dialogue between the two commissions.
Integrated Care Update
As you saw in the press release, the memorandum of understanding (MOU) between Medicaid and the Centers for Medicare and Medicaid Services (CMS) was signed at the beginning of April. This allows Michigan to move forward with the initiative. CMS has said services will begin no sooner than January 1, 2015. We will provide more information as this process develops.
Area Agency on Aging Association Conference – The Business of Aging
The AAA Conference will be May 15 & 16 at the Kellogg Center. Please let me know if you want to attend!

These are unexpended funds from the original grant period and are available under an approved No-Cost Extension that goes until August 31, 2014. State Advisory Council Report Update Presented by Commissioner Michael Sheehan
In 2012, the Michigan Commission on Aging (COA) charged the State Advisory Council on Aging (SAC) to study and prepare a report geared toward Baby Boomer issues. The SAC has been working on this broad and important topic since that time. This past summer and fall, the SAC restructured and focused its approach to addressing specific “boomer” issues. During the November 2013 SAC meeting, the SAC formed five F.O.C.U.S. Workgroups to determine the top key three issues for the following important topic areas impacting boomers: Financial Aspects, Options Counseling, Caregiving, Understanding the Positives of Aging, and Support Services. Between December and March, the five F.O.C.U.S. Workgroups each held monthly conference calls; fifteen in all to study their top issues and receive input from experts. SAC members volunteered to be F.O.C.U.S. Workgroup leaders. The Workgroup members are listed on the back and the leaders include:
a. Financial Aspects–John Zimmerman
b. Options Counseling—Vicente Castellanos and Kathleen Williams-Newell
c. Caregiving—Charles Corwin
d. Understanding the Positives of Aging—Pam McKenna and John Murphy
e. Support Services—Jean Peters
The overarching themes of the research, findings, and recommendations that will be presented for COA approval include:
· Emphasize the Positives of Aging–Michigan Senior Initiative such as “Pure Aging,” “MICHIGaging,” “MI Aging”—Link to the OSA State Plan objectives
· Partner with the OSA director and staff, the aging and disability network, and volunteers to work on implementation
· Share SAC ideas and recommendations through various venues such as working with the 2015 and future Older Michiganians’ Day Platform Committee, the AAA Association, etc.
· Recommend and assist in the development of pamphlets/informational material on F.O.C.U.S. topics
· Collaborate on sending materials to COAs and AAAs—MSAC–Identify For-Profit businesses—to pay for billboards and marketing—Pharmacies, MHA, HCAM, and other Providers
· Market key topics through the energy bills and tax refunds—look at the Michigan list of charities listed in the Michigan tax preparation booklet
The SAC will submit the final report to the CSA at the June meeting for approval.
The next Commission on Services to the Aging meeting will be held at 10:00 AM on Friday, May 16, 2014, at the Ramada Lansing Hotel & Conference Center located at 7501 W. Saginaw Hwy, Lansing. We will be holding our Gatekeeper of the Year breakfast event at 8:30 AM prior to the meeting.
